Dear Ralph and James:

Thank you for your letter requesting that I issue an executive order setting procedures for placing government contracts on the Internet. I understand the concerns that prompted you to write, and I've forwarded your correspondence to my staff in OMB's Office of Information and Regulatory Affairs for review.

As you may know, I issued an executive memorandum in December that calls on federal agencies to use technology to ensure that governmental services and information are easily accessible to the public. The Information Age offers us exciting possibilities for the 21st century, and my Administration has worked hard to take advantage of this remarkable opportunity. We will continue to encourage the use of technology to improve government services and accountability.

I appreciate knowing your thoughts on these important matters, and I send my best wishes.

Sincerely,

(signed) Bill Clinton
